For 3–6 months I own the roadmap, portfolio cadence, build-versus-buy decisions, governance, business sponsors, delivery partners and board reporting — then transfer the capability into the organisation.

No. We begin with decisions, processes and the cost of the current operating model. A tool comes later, once the change, owner and measure of success are explicit.
It can be either. A briefing or workshop may create the shared decision, while a full mandate also covers process prioritisation, governance, experiments and leadership adoption.
No. I do not pretend to be an outsourced software house or Head of ML. I own what should be built, why, by whom, under what risk and how value is measured. Delivery is led by the client’s team or selected technical partners.
